Experienced project management and delivery
ATQ has delivered more than 50 projects ranging from major support and evaluation programmes spanning several years to rapid advisory projects requiring only a few days support. Set out below are a small sample of the projects in which we have been involved for a wide range of clients.
The National Lottery Community Fund
Evaluation of the Commissioning Better Outcomes (CBO) programme
ATQ has been working since early 2014 alongside leading research consultancy Ecorys UK to evaluate the CBO programme, which aims to support the development of Social Impact Bonds and similar outcomes contracts ATQ is leading on the process evaluation, and supporting both cross-cutting analysis of the programme and in-depth reviews of specific projects supported by the programme.
Norfolk County Council
Evaluation of the Community Renewal Fund
ATQ is leading the independent evaluation of ten projects for which Norfolk County Council secured funding from the Community Renewal Fund. The evaluation covers a wide range of different projects designed to regenerate local communities, promote growth and employment, and study options for moving communities in Norfolk towards Net Zero
Big Society Capital
Cost value analysis of social outcomes contracts
Commissioned as part of Big Society Capital’s review of ten years of social outcomes contracts and its ‘Outcomes for All’ report, ATQ carried out a detailed analysis of the value so far created by social outcomes contracts in the UK. Covering 76 projects in total, our report found that contracts had generated total value of more than £1.4bn
Home Office
Implementation support partner to the Trusted Relationships grant programme
ATQ was implementation partner to this programme, which aimed to test local initiatives to improve support to young people at risk of exploitation and abuse. Our support included ‘light-touch’ support to the projects, management and monitoring of performance on behalf of the Home Office, and facilitating learning both between projects and by the Home Office and other government Departments.
North Somerset Council
Turning the Tide Social Impact Bond
We provided support over a six month period to a detailed feasibility study into the use of a SIB to fund interventions that improve family and parental resilience and so enable older children looked after to be reunified with their parents, and children at risk of being looked after to remain with their families. We prepared a detailed business case based on which the Council successfully implemented an outcome-based contract, known as Turning the Tide, in 2017.
Pact Futures CIC
Business planning support
We supported Pact Futures, a subsidiary of the Prison Advice and Care Trust, with a programme of work designed to enable it to grow substantially and win new contracts. With funding from the Big Potential Advanced Fund, the project aimed to develop capacity and capability within the organisation, and assess the case for the raising of further social capital in order to support growth plans.
Offender rehabilitation consortium
Impact management support
With funding from the Impact Readiness Fund, we worked with a consortium of VCSE providers of services that aim to reduce reoffending. Our support identified a common outcomes framework for all three providers underpinned by specific theories of change. We also helped the providers build and implement new performance monitoring systems.
